What Maryland's law says
Regulator or Attorney General enforcement
Maryland's gaming agency says no real-money online gaming other than licensed sports betting and fantasy contests is legal, publishes a list of 100+ operators it has sent cease-and-desist letters to (including Stake.us and Chumba), and ban bills failed in both 2025 and 2026.
- Law or action
Maryland Lottery and Gaming cease-and-desist letters; City of Baltimore v. VGW et al.; failed bills SB 860 / HB 1140 (2025), HB 295 / SB 112 and HB 1226 / SB 652 (2026)
- Date of action
2025-03 onward (letters; Stake.us March 2025, Chumba and LuckyLand November 2025 per agency list); 2026-03-04 (Baltimore suit announced); 2026-03-20 and 2026-03-23 (HB 295 and HB 1226 passed House, then died in Senate)
- Penalties
Failed bills only: HB 295 misdemeanor, up to 3 years and/or $10,000-$100,000. The agency itself has no enforcement power beyond letters (per 2026 testimony).
