What Minnesota's law says
Regulator or Attorney General enforcement
Minnesota's Alcohol and Gambling Enforcement Division wrote to 14 gambling sites in June 2025 and Attorney General Ellison followed with letters on 5 November 2025, covering sweepstakes casinos including LuckyLand, Zula and Fortune Coins; a 2026 ban bill naming 'media affiliate' passed the Senate 62-3 and died in the House.
